Bulgaria: ICYGEN and Avalia Present TWIL - Telecare for Welfare and Independent Life

Telecare for Welfare and Independent Life (TWIL) is a new generation telecare solution for the aging and disabled people in Bulgaria. TWIL has been developed by the Bulgarian company ICYGEN together with the Norwegian partner Avalia in a project financed by Norway in Bulgaria.

Welfare technology

ICYGEN Ltd. is an ICT company with almost 20 years of presence on the Bulgarian and international markets. It is located in Sofia and has rich portfolio of software solutions for various sectors. The enterprise is now challenged to make first steps into the segment of Welfare Technology with its project financed by Norway through the Norway Grants in Bulgaria.

Bilateral cooperation with Norway

The partner within the project is the rapidly growing Norwegian start-up company Avalia AS. Avalia helped with the implementation of various data protection services. Avalia provided additional know-how in respect to management, collection processing and protection of personal data. As a result of this cooperation, the project was able to create a product that helps people at risk while protecting personal data.

Telecare for welfare and independent life

TWIL project is envisaged to introduce revolutionary on national level digital social and personal assistant services to the elderly people and people with disabilities in Bulgaria. The Telecare for Welfare and Independent Life (TWIL) project's objective is to develop a welfare technology service which helps meet one of the most important social and healthcare challenges of the aging and disabled population - more independent and secure daily life at home environment but at the same time taking maximum advantage of medical and social services in accordance with the individual condition.

TWIL provides monitoring of health status/condition and daily behaviour based on 24/7 supervision provided by set of sensors installed at homes (movement detectors, smoke detectors, call centre, GPS tracking, emergency button, connection to relevant medical care services - hospitals, General practitioners and other individuals like relatives. They communicate wirelessly with a centralised device which orchestrates them. The back-office system will consist of server communicating with the centralised devices installed with the clients, emergency call centre and clients information system. The main outputs of the project are fully operational telecare system and four new jobs created.
