As part of the program for High Potential Opportunities (HPO) and in collaboration with Norwegian Offshore Wind Cluster (NOWC), Norwegian Energy Partners (NORWEP) and the French-Norwegian Chamber of Commerce (CCFN), we invite you to participate in the Global Growth program for the French offshore wind market. We want to gather a group of ambitious companies that have strategic export goals.
The program consists of preparatory courses at home and gatherings in France where we plan for meetings with key players in the French offshore wind industry.
France has as mentioned set high ambitions for offshore wind development. In their national energy plan, they have quantified a goal of expanding 1 gigawatt (GW) of offshore wind capacity annually, with the goal of reaching 2.4 GW by 2023 and 6.2 GW by 2028. France has several offshore wind projects in the pipe line, including seven bottom-fixed offshore wind farms and four floating pilot parks under development. Several projects are out to tender.
What makes France particularly interesting for Norwegian industry is that their shelf conditions indicate that significant parts of this potential must be extracted through floating installations. This is an area where Norway has an extra competitive advantage and still has the opportunity to take a leading position internationally. The world's first commercial tender for a floating offshore wind farm is now underway in the Brittany region, where, among others, Equinor in the Océole consortium is a candidate to win the tender.

The goal of the program is for your company to increase exports by making you better able to understand opportunities, obstacles and challenges in the market.
The program aims to bring Norwegian expertise into the French offshore wind industry, where there is a need for new solutions and innovative ideas. Based on identified needs in the French offshore wind market, we will give a selected group of Norwegian companies access to unique arenas for meetings with key French stakeholders.
Through participation in Global Growth, you will receive help to acquire the first customers, and to map potential customers, partners and stakeholders. Based on the participating companies' focus and needs, you will be introduced to VIPs in the French offshore wind market, including industrial clusters, regional and regulatory authorities, offshore wind farm developers, financial institutions, and other potential customers.
Who should sign up
Companies with relevant products and services for the French offshore wind market, which have a high level of ambition, an export strategy rooted in the board, sufficient financial and capacity for investment, and resources and ability to scale up.

Start-up: January / February 2022
- Kick-off workshop in Norway: Get to know each other, definition of focus areas and themes, needs and expectations
- Preparatory gathering (in Norway or Paris, TBC): Introduction to the French market, cultural understanding, introduction to the French offshore wind market
- First market visit: Meetings with companies and authorities
- Gathering in Norway: Debrief and preparation for other market visits
- Other market visits: Meetings with companies and authorities
- Final gathering in Norway: Experiences and the way forward
The market visits will take place in important areas for the French offshore wind industry. This may include the regions of Occitanie, Brittany, Normandy or the Pays de la Loire, but geographical focus will be limited based on the participating companies' products / services and needs.
The program will also include individual consulting services (up to 20 hours per business) and regular Teams Meetings with market updates.
The program will be designed in collaboration between the steering group (Innovation Norway, NOWC, NORWEP, CCFN) and the participating companies based on the companies' profile and needs. We might limit the program to a specific market segment based on which companies register interest.
