Noralf in Odda receives NOK 62 million in loans and grants for cleaner, more efficient production

The company is carrying out the project even though it already meets current emissions requirements. This is a substantial voluntary investment in environmental improvements.
We have awarded a grant of NOK 15 million and a loan of NOK 47 million. Noralf is providing NOK 72 million in funding itself, more than half of the project's total cost of NOK 134 million.
The upgrade will strengthen competitiveness and support long-term industrial production in Odda. Noralf produces aluminium fluoride for the aluminium industry and synthetic anhydrite – water-free gypsum – for the construction and cement industries in Europe and the rest of the world.
Most of the fluoride currently lost during production will be captured and processed into synthetic fluorspar, a raw material for the cement industry. This will turn residual production streams into new raw materials, in line with the principles of circular economy.
The new reactor will also deliver more consistent product quality and make more efficient use of surplus heat. The project will bring significant environmental benefits to Sørfjorden while helping to secure long-term industrial activity and jobs in Odda.
Lower emissions and greater competitiveness
Noralf plans to complete the project in 2027.
'This investment is important both for our competitiveness and for continued industrial activity in Odda,' says Jakob Løyning, CEO of Noralf.
‘This represents a significant commitment by the company itself. The project will deliver major environmental benefits for Odda and Sørfjorden while strengthening the competitiveness of an important industrial company. By reducing emissions and energy use and making better use of raw materials, the project will contribute to both sustainable industrial development and long-term value creation in the local community,’ says Håkon Haugli, CEO of Innovation Norway.
