In 2025, we provided a total of NOK 9.4 billion in grants (NOK 4.4 billion), loans (NOK 4.2 billion) and financial guarantees (NOK 800 million).

Positive results for businesses we support

We measure the performance of businesses we support against comparable businesses that do not receive our support. Oslo Economics has analysed financial data from 2015 to 2024, showing that the businesses we support consistently perform better:

  • Businesses supported by us grow more: Businesses that received our support achieved 17.4 percentage points higher annual growth in sales revenue. The corresponding figures for value creation and productivity were 12.8 and 5.6 percentage points. They also achieved 7.8 percentage points higher growth in full-time equivalent employees.
  • Start-ups supported by us grow faster: Start-ups (less than three years old) that receive funding from us achieve average additional annual growth in sales revenue of 26.3 percentage points. The corresponding figures for value creation and productivity among start-ups supported by us were 23.1 and 10.6 percentage points. They also grow their workforce, with additional growth of 12.1 percentage points in full-time equivalent employees.
  • Companies more than three years old that receive our support have achieved annual sales revenue growth 10.7 percentage points higher than companies that have not received such support. The corresponding additional growth in value creation and productivity is 7.3 and 3.4 percentage points. These companies also hire more people, with additional growth of 5.1 percentage points in full-time equivalent positions.

‘The figures clearly show that our support plays an important role in Norwegian companies’ innovation and transformation efforts. Our services deliver results,’ says Håkon Haugli, our CEO.

Statistics Norway developed the method used to measure the impact of our services, and independent private consultancies carry out the assessments each year.

We unlock private capital for the market

In 2025, every krone we provided unlocked NOK 1.4 in funding for innovation projects, mainly from private financial institutions. While our direct funding for innovation projects was less than NOK 10 billion, more than NOK 23 billion was made available for innovation projects in the business sector.

‘Innovation involves significant risk. Through our funding, we aim to unlock projects that companies would not otherwise pursue and share that risk with the business community. The figures show that we are an innovation bank that unlocks private capital,’ says Haugli.

Dividends to owners

We help create value by supporting successful projects and enabling businesses to grow and generate income for Norway. Lending is also a major part of our work, with loans repaid with interest. We pay our owners an annual dividend, which amounted to NOK 188 million last year.

Businesses are investing in the circular economy

Our financing statistics for last year show that businesses are investing in projects that can contribute to a circular economy. The share of projects with a 'significant environmental impact' rose to 26 per cent in 2025, up 2 percentage points from 2024 and 14 percentage points from 2023.

‘The figures show that Norwegian businesses are making progress on the circular economy and doing a great deal of good work,’ says Haugli.

The figures are taken from our report to commissioning bodies, annual financial statements and the Board of Directors’ report.
