Farmers and owners of agricultural properties

  • For investments and modernisation in traditional agriculture or other agriculture-based industries (both property and equipment).
  • For development activities in other agriculture-based industries.
  • For strengthening the capital base of agricultural businesses.

We cannot provide loans for investments that significantly increase output in sectors where there is already overproduction.

  • The maximum total loan commitment is NOK 5 million
  • The maximum term for innovation loans is 15 years, including any interest-only periods
  • The maximum term for loans for machinery and equipment is normally 10 years
  • We provide the loan as a secured top-up loan
  • We do not prioritise refinancing
  • Nominal interest rate: 7.20% (for new loans from 12 May 2026 and existing loans from 10 July 2026)
  • Establishment fee: 0.5 per cent

The innovation loan can form part of a comprehensive financing solution alongside our low-risk loans or grant schemes, or as a standalone option combined with financing from a local bank.

We normally disburse the loan once you have completed the project and an auditor has verified the costs incurred. We may agree milestone-based payments or advance payments on a case-by-case basis.

1. Complete and submit your application

You can find the agricultural application form by logging in to 'My page' with BankID. We will ask you to provide the information and documentation we need to assess your project. In the application, you can use the 'Talk to an adviser' button to ask for guidance before submitting it. Remember, you must not start the project before submitting your application.

2. Assessment

We process applications on an ongoing basis, and several people assess each application. Our guidelines and regional priorities determine which projects we can fund. We receive many applications and have limited funds, so we cannot approve every application.

3. Decision

Your customer adviser submits the case to the decision-maker. Once we have made a decision on your application, we will notify you by email, and you can find the decision on My page. If we offer you funding, make sure you understand the terms and how we will disburse the funds.

Key eligibility criteria for funding

State aid rules

Funding from Innovation Norway must comply with State aid rules. There are five general conditions for State aid that must be met.

The General Block Exemption Regulation (GBER) is part of the State aid rules. It contains provisions that allow us to provide support to companies in various circumstances. One or more provisions may apply to each case. Read more about GBER.

Legal basis for the scheme

Our funding schemes have been notified to the EFTA Surveillance Authority (ESA). The legal basis for these notifications is available on the National Legal Basis page.

Other public funding

The application must state whether other public funding has been or will be sought for the project. The amount of funding we provide is also based on an overall assessment of how much public funding is needed for the project to go ahead.

When determining the grant amount, we therefore assume that you will not receive any other public funding, including SkatteFUNN, beyond what is stated in the application. This applies to funding for the project costs on which we have based our grant calculation (eligible costs). If you nevertheless receive other public funding, including SkatteFUNN, after we have made our offer, and it covers the same costs, we may reduce our grant accordingly or withdraw it entirely.

This does not prevent the company from receiving other public funding for project costs other than those on which we have based our assessment.
